На сегодняшний день отсутствие правового и цивилизованного рынка земельных отношений и законодательная неурегулированность организационно-правовых во просов оборота земельных участков является одной из существенных проблем развития рыночных отношений в Российской Федерации. С одной стороны, развитию рынка земли способствовало принятие ряда нормативных правовых актов, однако имеется множество нере шённых вопросов, связанных с регулированием земельных отношений и, прежде всего, в сфере оборота земель сельскохозяйственного назначения.

To date, the absence of a legal and civilized land relations market and the legisla tive lack of regulation of organizational and legal issues of land turnover is one of the significant problems of the development of market relations in the Russian Federation. On the onehand, the development of the land market wasfacilitated by the adoption of a number of regulatory legal acts, however, there are many unresolved issues related to the regulation of land relations and, above all, in the sphere of agricultural land turnover.
